OS X Server - not showing in Purchases

I purchased OS Server and now it does not show up in purchases Tab.

If I search for it I find it but it shows like I have to buy it again?

OSX Server updates are paid or free?

Version 4.0 is not a normal update - it's a whole new Application and therefore you have to buy this app again.

I think the following updates for OS X Server - v4.x will be free.

you can get it free if you are a developer. Otherwise as kissmo stated it is a paid upgrade to go from 3.x to 4.0
