Purchased a Macbook Pro (Late 2013, 8GB, 256GB) and the owner reset it to factory. The current Administrator is a profile he made to let me test it with everything in English. I want to wipe the test profile and start fresh so when I boot up recovery (CMD + R) to access disk utility and reinstalling Yosemite the entire menu is in Chinese! If the system is set to English when he reset it to factory, why is recovery still in Chinese? How can this be changed?

To change the Recovery language, choose the third option (starting from the left) of the menu bar, and choose the first option. This will allow you to change its language

This one here "Raunien" is the man (Y)
The third menu from the left with the first menu being the Apple logo menu itself

I am having a similar issue. I bought a pre-owned MacBook, and the seller did not divulge that he had set it up in Russian initially. I managed to do a COMMAND+R, and run disk utility to wipe the drive. Then when I reset the system, it kicked into Internet Recovery mode but was still in Russian Language. I was able to navigate through, and get to the install screen where I changed it to English, but it seems the inherent language is always Russian. How can I change this?

I wanted to add one more point here - once you change the language, you'll have to reinstall the OS X in order for the OS X utilities page to default to the language you selected in the future. Otherwise, if you exit the tool and get back in, it will get defaulted to Chinese again.
