Does anyone have this problem? Programs don't exit when i try to close them. They linger for a few seconds.

I have a 2010 MBP running Snow Leopard
 
Any specific applications, that do this?
Some are probably finishing writing processes to the internal disk (HDD/SSD) to save some information.

Safari, Preview, Mail and a couple of others.I have to click the x button more than once at times

That is not how you exit/quit applications, you exit applications via CMD+Q, File > Quit or right-click on the application's Dock icon and select Quit.
Though closing a window via the X button shouldn't take that long either, but if you have many tabs or documents open, depending on the specs of your Mac, it can take a second or two.
