Does Other data in iPhone contain software update that couldn’t be installed due to storage issues?
Is it possible that it may also have a previous software update that was eventually installed after 3-4 tries but the update continued to remain in that other data and was backed up to Mac. And, when I restore backup from Mac, it is still there in other data?
Do open tabs in Safari and Chrome contribute significantly to this other data? I have 500 tabs in Safari opened all the time and roughly 100-200 in Chrome.

If you look in settings/general/iPhone storage you can check if a previous update has been downloaded and if it has you can delete it. As far as the tabs, I have no clue if it's considered "other".
