I'd say it's the cache like many others said. My mom's iPad is jailbroken and just earlier today, I used iCleaner and analyzed the "Applications" area and the cache files added up to 1GB! Yes, all those pictures from all your apps add up to a lot over time.

Whether it be facebook, instagram, tumblr, dropbox, amazon, ebay, and so on. iOS doesn't seem to delete those caches after some time, it just accumulates unless you delete the application and reinstall
 
Dont patronize me. Im not some paranoid newbie or worry wort. Just in these last 10 mins, the size had increased 200 more MB. are you saying the OS just magically decided it needed 200 more MB??? The phone, even after unboxing, doesnt have the whole 16GB free, that I understand. Its less due to the OS itself and blah blah, this OTHER is AFTER THE FACT, hello? AFTER the system settings and OS non-sense. So what are you saying? with this exponentially growing OTHER file that the available space for apps and files is even LOWER than the advertised allotment on the box? get over yourself and admit you dont know the answer.

I'm sorry, but I'm starting to get a little tired of people looking at some random data or statistic and coming up with conclusions based on delusions. I have about the exact same amount of "other" on my device. It isn't a problem, it's part of iOS, and there is no other way for iOS to show you how much space files it can't fit into the other categories take up. Please, just don't worry about it and enjoy your device. It isn't a problem.

You are incorrect.

Most of the space used is by fragments of data that was already deleted.

App caches are usually included in the "App" section (Safari is not and some apps, like Flipboard, which don't require permanent caches like DJ apps or Games), I came to this conclusion when you go to the usage settings and add it up, many of the app caches do not match with the other data (for me anyway). I found that if you haven't cleared your multi-tasking bar, the other shows caches for the data in the multi-tasking bar and "delete" those apps from the multi-tasking bar opens up space. It should be clear that the free space that is shown from the computer and iPhone do not match and the iPhone may show more free space. When installing new apps/data/music/video, the caches are deleted to make room for other apps.If that doesn't work, try having Apple reset the phone for you and do not restore from settings. If you restore form settings, the problems will reoccur since it is restoring from a previous back up.
 
Caches, mostly. Although I will say this one more time. It includes the system files in "Other". They are not accounted for as you seem to think. You didn't use logic, you used what's known as "fuzzy logic". My logic is based on known fact, nothing more.

I agree and here's what you need. Get PhoneClean and you can download for Mac or PC. It's free and will remove garbage on your phone. Once a week I use it and then backup in iTunes.
You have the choice to remove junk files or keep them.
 
If you ask me, Apple needs to get rid of any mention of "other" as well as any mention of "inactive memory" in Activity Monitor. The two would save us techies quite a few headaches explaining their purpose over and over and over... Although, "cleanup" tools have become quite a profitable market. It's a bit sad how easy it is to take advantage of people's inexperience really. :(
