This is very frustrating! I’ve done a hard reset, backed up my phone...still nothing

22 GB is a ton

When this happens to me, I have to do an erase / set up as new. This usually gets caused by a failed sync. My phone turns my music library into "other".
 
The System Data Other "includes caches, logs and other resources currently in use by the system. This value will fluctuate according to system needs."

You can try to reduce it by clearing some of your caches by following the steps in this MacRumors how-to article:
 
Do your text messages have a lot of Gifs, pics, videos in them? If so, I bet if you delete some messages they will probably clear it up. Also any “deleted” pics, clear those out. Recent phone call logs, etc.

I had suggested to OP earlier about clearing out his caches (with instructions), but he seems to want to erase and restore as a first step. I recently got my Other down from 16 to 4.5GB doing this, so it's a good monthly routine maintenance step. Deleting Messages attachments can make a big difference.

I’ve erased my iPhone, restored my backup, repeat x10...still have the same issue after 4-5 days of usage.

Does anyone know what to do? I’m trying to avoid setting up as a brand new iPhone...
 
I just checked mine and it initially showed 30 GB but now it fluctuates between 5 to 6 GB. As one poster said it's probably an app that's using it for cache. When you restore from backup it's downloading the same apps so in a short period of time they are using the cache again. If you're that critically low on space and have lots of photos you could try the "Optimize Photos" option. That will save your pictures in iCloud so it frees up space. Other than that start from new and download your apps one by one so you can find the one that's using so much space.

It’s been over 4 weeks now and I can’t seem to get my storage fixed.

Have you restored from the same backup each time? You might consider restoring from iCloud backup.
 
I usually set up as new, but I suppose a restore would be fine.

yeah, but the only problem is, that in itself becomes a pain if you constantly do tat just to free up "other", you just end up living with it.

I like it better on a Mac, where after use, its kinda cleared... but it really doesn't help either way

Their is nothing that requires 22Gig, and the only reason would be temp/storage files that are not deleted after each use.
