iPhone 11 Pro Other storage around 40GB

I just bought an 11 pro max...and after installing from my last iphone X...now, Other said 40gb on iphone storage...how so? since on my iphone X still had around 27gb free....and now i have around 2-3 gb free
Both of my iphone x and 11 pro are 64gb
