I just did a "restore as new" in iTunes on an ipad air with 7.0.3.

It's showing 645 MB of the storage consumed as "Other".

    Is this normal?

I think some of that is the actual OS. It does take up some space, y'know.

I am assuming the reason that I started at 12.85GB capacity and not 14.9GB was provisioning for the OS. And that the "Other" is something else.

    Could also be:

    Browser cache
    Mail cache
    Mail messages
    Mail attachments
    Safari's Reading List
    iTunes Backups
Crud resulting from jailbreaking your iDevice
    Game data
    Saved data files
    Call history
    Notes
    Media
    Voice memos

... Except that I don't have any of that stuff because it's a brand new, freshly restored iPad. I haven't even gone through the setup yet.

Reports are iOS 7 takes up more room than previous iOS.

At least it's not a Microsoft product, where you only get 16GB of free space with a 32GB Surface RT.
