I have SBS 2011 running Exchange.
I have outlook 2007.
My Exchange Mailbox is 20GB and therefore my OST is 20GB.

I am starting to get outlook errors and outlook wants to start in safe mode. Periodically it has to run a repair on the "data file"
I have an older Win 7 32 PC that I am thinking does not have the resources to handle this large OST.
I only have 4GB Ram.
Can I configure Outlook 2007 to only read the last year of email and therefore reduces the OST size?

You should be able to delete the entire OST and it will rebuild. OST Files sync with the server, unlike a PST file which is local storage of email.
 
That being said, I think it's time to delete the kitten playing piano videos. If you insist on saving all your emails maybe move old ones to a PST file and store on Disc or external drive.
