Does anyone know in Outlook 2016 on High sierra how to send from a 2nd smtp address? I dont want to add the account again because then i would be getting the same email 2x. I just want to be able to send from either address. Is this possible?

This is the way that works for me.

Create a new account, but put a "z" in the "Incoming Server:" field to prevent duplicate incoming emails:

If you use Exchange then you have to use the server side delegation feature and then add delegates under account settings - Advanced - Delegates

When i try to do it that way it only lets me add my primary account. It doesnt see my 2nd smtp address.
 
That's because for Exchange servers the settings are different. Have you configured any delegations on the Exchange server itself? You obviously have to configure these first before you add any delegates.
