Outlook Email Notifications, But Emails Don't Download Until App Opened

Outlook has been giving me notifications of new mail, including previews of mail content, but when I open the app, those emails don't appear to have been downloaded, and it takes a couple seconds before they are displayed. Is this normal behavior?

It appears to be new to iOS 13. Not only Outlook, but the native Apple mail app is doing the same thing. It’s a little irritating but not a deal breaker.

Interesting. A bug? I can’t imagine this is intentional unless it saves a ton of bandwidth.

I sent feedback to Apple about this “feature.” Shockingly, I never heard back.

Same happening here, in both native Mail and in Outlook.
