Outlook issue

When I get a email, it will want me to click the download picture button on the top of the email, is there anyway around this in outlook 2016?

Are you using pop3 or imap? Because it sounds like pop3. You would need to set your email account to use imap instead. Outlook only uses what the account is set up to use.

In my Outlook 365/2016 it auto downloads but I use imap.
