Outlook (Legacy) Version 16.107 (26030937)

I typically have 3-4 outlook windows open (main window, 2 compose emails, 1 email I'm reading) and have to copy/paste between these. The Cmd ~ would intermittently given issues for a few days and then just go away but when it shows up, it makes my life miserable. I don't have windows maximized and checked keyboard shortcuts and can confirm "move focus to new window' is set to Cmd `

How do I further troubleshoot this? Cmd ~ is working perfectly well in other applications like Safari

Is there any correlation with where the text entry focus is? I remember older versions of Outlook would not run my macOS keyboard text entry shortcuts because their text boxes were non-standard. If a mail subject entry area was focused, for example, it could eat keyboard clicks.
 
I just tested numerous scenarios having cursor in 10-15 places on the main window, open email, compose & calendar and makes no difference. This issue comes & goes by itself so pretty intermittent. Also checked Evernote long list of keyboard shortcuts and it's not using Cmd `
