Does the home and student edition of Office for Mac 2011 contain outlook? I bought Office 2008 with Entourage thinking that the free update I wil recieve would contain Outlook.

I would suggest that this might not be a problem - if you are running snow leopard, then Mail will integrate directly with Microsoft Exchange. You can also sync to an exchange account and other IMAP accounts at the same time very easily, unlike Outlook (in windows, at any rate).

where to download it?
It doesn't appear to be available from Microsoft yet. Expected release date: Oct. 26. There are some alleged beta copies available from torrent sites and other non-MS sites, but I wouldn't trust those to be malware-free. I wouldn't recommend getting it from anyone but Microsoft or an authorized reseller.
