Yes, the iPad Air is unlocked. I have used different sims in my T-Mobile iPad, including the SIM from my Verizon iPhone 5.

Yup, my iPad Air was bought as a Verizon model, and right now running with a T-Mobile SIM on the 200MB plan (though I'll probably get a month pass when I travel for the Thanksgiving holiday).
