I was getting info of a folder and realised that the small padlock in the 'Get Info' tab was locked. I can unlock it with my password (I'm the administrator) but I realised that ALL my files on my external HDs and my iMac are the same. The 'Locked' box under the 'Shared Folder' tick box in not selected, that's why this is a mystery to me.

Is this normal practice for Mac OS? And how do I unlock them all?

You're talking about the padlock in the lower right under Sharing & Permissions? It's locked on all of my files and folders as well. As long as you can still open/move/delete the files without being prompted for the admin password at all times everything is as it should be...
 
That padlock doesn't mean the file/folder is locked. It only means the permission settings are locked. It must be unlocked to change the settings, but not to access the file, as long as you have permission. You don't want them all to be unlocked.
