I went to the File menu, highlighted "Revert To," then chose "Browse All Versions."

It took me to an interface that looks like the interface I use when I want to browse through Time Machine backups and snapshots. That makes me wonder if it's looking at the versions that are saved in the Time Machine backups and snapshots.

No, these are versions kept locally on the machine. Also while the interface looks the same at first glance, it doesn't work the same -- you can do some editing within it!
