You can create a paragraph style that does what you wish.
The default styles cannot be modified - the idea is to have a standard starting point. The solution is to create the styles that you need. You can learn how in Pages > Help
Why are you trying to create a paragraph style? List style is where this is done. It's a list, not a paragraph.Yes, I tried it yesterday before answering.
It save the style, but only in the "list style". So have to apply "paragraph style" then "list style".
Can't apply both together.

It does require selecting and deselecting Tiered Numbers then updating your custom preset.
Only thing I haven't figured out how to do is get it to use 4.0 as a starting number instead of 4.
Well damn, it won't keep my formatting here... imagine indents as appropriate.
Try using the Indent and Outdent buttons instead of tab (as suggested above). I was able to do it without losing the formatting and needing to re-enable Tiered Numbers.So I create the first one as I want (like if I wanted to create a "paragraph style")
I applied the "list style" in order to have the number, and I enable the "Tiered Numbers".
After that, I saved this "list style" as a new one (I tried too with replacing actual style)
I apply the "list style" to new texte and used tab in order to have the subnumber. It give me the 2nd part.
Have to enable "Tiered Numbers" again (using tab remove it) and I have the 3rd part.
Still far from the one I want and that we can define as style in Word. So in order to do that, I have to do in app :
- Word : 1 clic
- Pages : 3 clic ...
