I am trying to finding an answer whether a MacBook air 2016 can be paired with a mac mini.
I need more performance but not spending a huge amount of money.
Is this possible?
I will use the Air as monitor and the Mini as the main device

No, you can't directly use the Air as a display for the mini. You could use screen sharing, but performance won't ever feel like you're working directly on the mini.
 
Take a look at Luna Display it might be what you are looking for.

You might be better off replacing the MacBook Air with a higher performance MacBook Pro. While remote screen sharing is viable for periodic use, I wouldn't want to do it on a continuous basis. Plus, you'd have two machines to deal with -- keeping files & apps synced, updating two machines, managing two sets of backups, etc. Not that it's terribly difficult, but can be more trouble than it's worth for some.
