What OS is on the phone? Which watch are you using? What OS are on the watches? What cell plan do you have?
Yes, you can pair 2 or more non-LTE enabled watches with the same Apple Account to 1 phone (people do this all the time, one watch for sleeping, one for daytime). You can do multiple watches for up to 6 people on one iphone with a single cell plan using the Family Plan. The second option requires iOS14, WatchOS7 and Series 7 or Series SE watches with LTE capabilities plus monthly charges per watch. I suspect that Verizon has serious limitations on the watches.

What he was asking about is pairing two different watches to one phone that have data enabled on both. Maybe it has changed with the institution of Family sharing etc and WatchOS 7, but i don’t believe that has been possible in the past.

The OS watches os7 on both 4 and5 AW. My Apple Watch 5 I wore to bed and in the day IId put it on charge for an hour in the morning and the battery lasted, When I was beta testing AW4 id wear that at night and the 5 in the day I paired the AW4 to an old iPhone 8 I got Using Vodafone Data Plan

I believe only one watch at a time paired to your watch, can use data. If my memory is wrong, I apologize.

You can pair up to 5 watches to a single iPhone. And no they don't all need to have a data plan. However during the initial paring you will be offered the chance to move/reuse/add a cellular plan for a LTE version of the watch. Just skip the initial offer during pairing. There is a specific note in the link below about carrier support if you want to have a data plan on each watch.

Vodafone is British, right? Got no idea. I can see them requiring a separate access plan for each watch, they don't know that you are the only user and use one watch at a time. iOS14 now allows multiple watches with LTE to attach to one plan that supposedly allow calling, etc. - much like one watch per child in a family.

The way Vodafone configure the plan is with a sim swap you have a drop-down menu with the phone number. and the other option is a virtual number linked to your iPhone number so they have to put another option in I assume cos they only configure it at the moment for one watch

I never click the family option cos the other said to set it up for yourself
