Pandora and no 3g

I want to get my son an iPhone for Xmas but the area he lives in does not have 3g. Can he still use Pandora? The coverage map for voice shows the phone will work well for voice.

I have a 3G on t-mobile, so all I can use is edge. Pandora for the most part has seemed to work fine for me. It all depends, but it functions like it should.
