I'm currently running the Pandora app and it's serving me locally relevant advertisements. I never allowed it to use my location and there is no setting to enable/disable the apps use of location data in the settings app.

So it appears to be using my location without my consent. Anyone else noticed this? Could there be an alternate explanation?
 
Its prob based on where your data connection (wifi,3g,edge) is originating from...pandora does the same thing if you use the browser version on a computer.

Apple, Pandora, and others are being sued for this.
