I need to format a bunch of SD cards and USB sticks to FAT32.

I already have W10 license.

Can I do the FAT32 formatting in Parallels/W10?

Sorry if this is a silly question, I haven't checked Parallels in years.

Parallels is ultimately a virtual machine software. It’s the operating system installed on it makes the magic happen.

As for windows 10, I haven’t formatted ant of my drive into FAT32 in years. you can install your windows 10 without activating it and see if it still supports FAT32 formatting.
 
If you are on a Mac, just plug in the drives, open disk utility, select the drives, choose erase and choose MS-DOS(FAT) which is FAT32.
