I'm running parallels win7 and allocating 2Gb RAM for it and it runs fine. However, OSX is a tad sluggish. Switching tabs takes time in safari,changing workspaces etc have a similar problem.

My MBP is a 2010 2.4Ghz i5 with 4GB RAM, is it a lack of memory that causes this?
 
Yes. Your allocating too much memory to Parallels. I would suggest some more ram. Upgrading to 8GB or ram should smooth out the performance.

For smooth performance on on windows and OSX i would suggest you only allocate no more than 25% of your total memory.
