How big should the files be that store the operating system? Is there a way to shrink them?

It depends on how you set it up (one fixed file or several/one dynamic file(s)) and what OS you use.

I have VMWare Fusion though, but with Windows XP I could get a VM with 6 GB, with Windows 7 it is around 15 GB with no further applications installed.

I do not know much about it... I set it up the default way so I am not sure which that is. I have 10.8.2 w/Windows 8...
