This is probably a dumb question but I am clueless! I have parental controls set up on an iPhone 6s (restrictions with safari off and a safe browser installed). If the SIM card is removed, are the parental controls still in place? If a data only SIM card is used during travel to a foreign country, would the parental controls need to be redone with the new SIM card in? Or if the SIM card is removed altogether do they need to be redone? Just trying to cover all the bases!

There are no dumb questions when it comes to protecting your family from inappropriate content. 
To answer, your restriction settings are housed in iOS, so removing/switching sims won't have an affect.
