I'm all excited about our new used iMac with the easy parental controls. I set them up, but he figured out that if you shut off computer completely it boots to my computer and overrides the controls. He can even get past my password protect.

When your children are smarter than you are, it's time to accept the fact that your attempts to shield them from reality are not only pointless, but doomed to fail.
 
Do you have it set to automatically log you in? Or do you have a password that must be entered before reaching the desktop?
 
I dont know how old your kid is, but this is a parenting fail, not a computing fail. First (discovered) offence, no computer for a month.
