My sister just called me to see if there is a way to get past the parental restriction she put on her daughter's iPhone. She forgot the password that she set. She put the restriction on to stop my niece from using Safari and some other stuff.

Is there any way past it?
 
I think reset won't be allowed until that parental lock is disabled.
 
Try support.apple.com and search for forgetting the parental lock / restrictions passcode. You'll see something like the following that states you have to erase the device and start over. Do not restore from backup or the restrictions will be put back in place.

"If you lose or forget your Restrictions passcode, you need to erase your device, then set it up as a new device to remove the Restrictions passcode."
