Partition program for Windows 7

Anyone know of any good programs that work in Windows 7? I've got an external drive which is just NTFS currently, but I need to make it an FAT32 formatted drive so that I can access it from both the Apple partition of my MacBook and the Windows 7 one (through Boot Camp).

I've tried Disk Utility but it's not working out for me, and I need a program I can use within Windows itself. In addition, I have a friend who needs a similar utility for his PC so he can partition a drive of his own.

Any recommendations?

Another alternative is GParted Live (http://gparted.sourceforge.net/) it won't run in Windows but it will run from a CD or USB key.

This is expensive but it is powerful and does a lot: Acronis Disk Director. They just came out with a new version for Windows 7.

Not since Microsoft instituted their artificial 32GB limit on FAT32 partitions.
