Anyone know of a good freeware partitioning app out there?

Have you tried the disk utility? finder>utilities>disk utility. : ) Select a volume you would like to partition, whether it would be your mac hard drive or an external one. If you have existing partitions, they should be indented a little, go to the non-indented ones to get the partition option.

I was under the impression that partitioning a volume would erase all of the data on it, I am trying to create more than one partition on my external hard drive without losing any data I currently have on it.
 
I am not aware of any freeware that will repartition on the fly, however, I can highly recommend Drive Genius by ProSoft Engineering to do the job.

A few weeks ago OWC had a deal where it was only $USD 59, which is a good deal.

Consider that this app does a lot more than repartition, so you're getting a lot of bang for your buck, especially if it helps you recover a damaged or wonky machine in the future.

Hard to put a value on that...
