I'm sure the answer is NO.... I'm upgrading my IPhone soon and have a ton of router passwords on my Old IPhone, Is there any way to pass the wifi passwords from my OLD phone to the NEW?

If you take a full encrypted backup it should transfer WiFi settings as per: https://support.apple.com/en-us/HT205220

Yes, this worked for me. Using the full encrypted backup also ensures that any Health data and activity is transferred.

I believe these are also kept as part of iCloud Keychain.

This is also correct, as per: https://support.apple.com/en-us/HT204085

Are my existing saved passwords, Wi-Fi networks, and Internet accounts included in iCloud Keychain?

Yes. When you turn on iCloud Keychain, any previously-saved website usernames and passwords, Wi-Fi networks, and Internet accounts are automatically included in iCloud Keychain.
