Passport Photo UK size

Is there a good app or program that will convert a Photo or Image to a Passport size photo (UK Size)?

I've used https://www.epassportphoto.com several times before. Free and easy to use. I just save the resulting image and print out. The photos have been accepted for my driving license and passport.
