Password protecting programs/program install

Hi, guys I'm having trouble finding out how to either password protect the launch of a program or the installation of a program. I was just wondering how to do something like that.

Go into System Preferences->User Accounts and access the help to create a restricted account.

I think you have to be using it as a Limited User. I use OS X as a non-administrator and it always asks me to enter an Administrator name and password to install applications. Some things I have to install by logging into the administrator account which can be annoying, but it happens rarely.
