Actually, just single tap.

and there has to be something copied first in order to have the option to paste.

Tap and hold on the text you want to copy. Adjust the blue bar to copy a single word, sentence, paragraph or entire page. Once copied, then you can tap the screen again (inside another app such as mail) and you will see the option to paste.

Good point. Edited my post to say "tap and hold". That makes more sense. Thanks.
