what i did was go on ebay and picked me up a 1st gen iPhone and then went into the AT&T store and picked up a new sim card and then make sure you fail the credit check and you get the option for prepaid but its not PAYG it has to be paid monthly still so i guess this may have not answered your question?

$599/$699 no-comittment phones, you need to activate it before you leave the store and you can do so with one of AT&T Pre-paid cards...

As far as I am aware the iPhone 3G is not officially currently available on PAYG. The $599/$699 pricing was mentioned around the iPhone 3G announcement but there has been nothing recently. Your only option right now would be to buy off eBay or CL.
