2 things I miss about living in VA before moving to CA - and probably the only things: 5% sales tax (versus 9.75%), and paying tax on the subsidized iPhone price.
 
Weird... I was billed only $399.99 for my 4S and I live in CA. I pre-ordered through AT&T Premiere (corporate accounts).
 
The carriers should pay the sales tax for the remainder of the price, since they are also "buying" a part of the phone from Apple.

They probably do and CA is reaping the profits. This is same state that pre charges a recycle fee for computers and its plan to make more money for los Angeles was to have more street cleanings so they can ticket more people who forget to move their cars.
