macOS Paying for a developer’s account.

I tried to help a friend set up a developer account tonight but the payment failed. They have tried multiple credit/debit cards but nothing worked. They tried the same card to buy a song from iTunes and that worked. Anyone got any suggestions on how to resolve this, or experience this before?
