Resolved PDF Editing tools for macOS Mojave

What macOS (Mojave) tool is best suited for editing PDF files other than Adobe ? (I don't want to install anything of Adobe Suite of products)
I don't mind paying a one-time purchase fee but I am reluctant to a recurring subscription.
Something on the lines of smallpdf functionality.

I want to split pages 8-10 from a 50 page PDF and get those 3 pages separately.

you can do this by simply dragging them out off the miniature thumbnail preview tab in Preview (or you cut/opy and paste between different documents). Similar you can add or rearrange pages in a PDF.
If you have individual dragged pages to the Finder or you have different PDFs you can combine them in Preview too.

EDIT: you can use ghostscript in the terminal or programs like e.g. PDFSam (free Basic)

Make a copy of the PDF document.
Open it in Preview.
Delete all the pages that aren't 8-10.
Save.

I do this all the time with Preview.
You go to 'Print' choose the range of pages you want then go to the PDF dialogue bottom left.
You can either save it directly as a pdf and it will just save the pages you've selected or 'Open in preview' again.
If you choose 'Open in preview' and then 'Export' the dialogue contains a line 'Quartz filter' and if you open that you'll get the option to 'Reduce file size' which can sometimes be very useful although check as sometimes it's not good enough quality.
