You can fix this by enabling "Always show scrollbar" under "General" in "System Preferences"

Doesn't do anything... However it makes it visually obvious when you can't scroll (no scrollbar). Which IMO makes it worth enabling anyways.
 
Looks like this has been fixed, or at least much improved, in 10.9.2!! :) :)
 
I have the same problem since upgrading to Mavericks; I performed a clean install of Mavericks.

I have a 15"" Macbook Pro Late 2011.

The suggested fix above does not work.
