PDF Measuring Tool

Is there any apps that let you measure distance on a PDF? One that let's you set the scale for measuring blueprints. I use LargeViewer for viewing prints (which is a lot faster than all of the apps I have tried). If I can find an app for this, it will complete the move from a laptop.

Don't blueprints have scale and measurements. Why would you need to handle it onscreen?
