Just to add to what everyone else has said I definitely believe it is a software issue rather than a hardware limitation. My reasoning for this is because I owned a 2012 Retina MacBook pro 15 inch which is far more powerful and that lagged insanely bad when scrolling through iTunes, however my 2015 MacBook 12 inch can scroll through iTunes with zero lag (60fps)

I've opened the PDF in safari under El Capitan and whilst it isn't 60 FPS I wouldn't call it lag, just not as smooth as I'd hoped.
 
I am using a 2008 MacBook Pro Core2Duo and 2GB of RAM. It lags slightly under Safari with El Capitan. If I click preview, it doesn't lag at all. I think what is happening is the PDF is not properly caching and is sort of "streaming" instead. So once you move the page, either a combination of the render speed or the ability to cache the current page, results in the lag. Once the file is downloaded, the lag completely vanishes for me.

It lagged in the same spots as your video by the way, and I am on much older hardware.
 
It's a hard ware issue. Preview is actually a pretty powerful app that the rMBs can't handle. Say goodbye to using Preview if you purchase the MB

Nonsense I own 12', 13" & 15" Retina`s, Preview has had issues rendering heavyweight PDF`s for some time, and will continue to do so until Apple decide to fix it. Some stuttering while scrolling at speed yes, unusable definitively no...

I believe it's a software issue. Like I said, I have Xeons and a GTX980 and the Windows technical preview pdf is jumpy when it reaches pictures when scrolling.

On the macbooks preview IS unusable. Beachballs for seconds simply while scrolling. Macbook air, no problem.
 
Windows 8.1 host. Windows 7, Windows 8.1, Windows 10. All VMs. no lag at all. Tried using Adobe Reader DC and Adobe Reader Pro, as well as the windows 8.1 and 10 built in Apps. Absolutely no lag.

Those PDFs are light-weight.

It should be noted that my laptop PC is OP!
 
Update:

On Windows 10 every PDF linked in this thread scrolls at 60FPS and I'm on rMB 1.2/512. Definitely not a hardware limitation.
