pdf resize page size

What is the best way to resize a pdf file to fit within the printing bounds? I know preview can reduce the file size, but I am talking about the page/print size.

I should have been more accurate. The printing is not done by me. I have a pdf file of which the page size has to be set to a certain width and then send to the journal. I also can not sacrifice on the quality size (600 dpi). Some pdf's are vector based figures, some are not.
