Im finding PDF Editor with:

- full iOS 11 support
- open in place feature
- Files app integration
- drag-n-drop
- iOS Spotlight support
- Apple Pencil support
- iCloud Drive and Dropbox support

Have a look at PDF Viewer.
I do prefer it over PDF Expert at the moment because it has the better Files integration.
