iPad PDF workflow

Hi guys,

does anyone work with PDF's at work? Have a 90 questions checklist for an audit and want to know how I could create a workflow with my iPad.
I need to check every question. If it's completed maybe mark it green, if I started a question but haven't finished yet maybe yellow and also being able to comment a question.

I don't use it for filling forms but I understand it does PDF Expert by Readdle.

I haven’t tried this use case but the PDF Expert app is a very powerful tool for pro users that might really fit the bill here.
