Will the Penryn MBP ever be able to work with the new Apple Cinema Displays? With the refurb price so low, it makes me really want to buy one, even though I can't use it.

No, that adapter is Mini DisplayPort to HDMI.
The 24" LED Cinema Display is only compatible with computers with the Mini DisplayPort out.
