The Apple approach to AirTag use assumes that we live in a world with honest, iPhone-owning people. Unfortunately, there are many out there who will steal dirt just because they can. In my city, some of the 'net coffeeshops are in places where a hanging airtag just indicates a really expensive (something) that can be stolen.

Yep, if you want to use them to help protect items (or dogs) from being stolen, then you need to make sure they're not visible. Can't really pull that off with keys (but hopefully keys are becoming a thing of the past one day soon).

If I was using an AirTag for my dog, I'd get one of the collars or holders to clip to one that's discreet - would hide the airtag on the inside of the collar. Having it hanging there with your dog tags means that's the first thing a dog thief would do - removing the air tag (well, likely the entire collar, just to be quick).
