... you're supposed to adjust your speed to the flow of traffic already on the expressway!

Why is it that so many people forget how to merge the way they were taught? If I'm driving in the right lane, and there are cars to my left, I can't move over to let the "merger" in. Most people seem to drive from the on ramp as if they too are already on the expressway and cars already there in the right lane are encroaching on their lane, instead of the other way around.

I joking tell people that all of California’s issues would be solved if people just knew how to merge. It’s a massive issue here in the Bay Area. All the different cultures trying to drive in a different system is crazy.

I don't thik it would be people just forgetting

Same reason why .. you'd "forget" to indicate, or anything else. People know the rules of the road, yet all they wanna do is get home from work

Because the very first pre-requisite for safe driving is a functioning brain, which seems to be in short supply.

Next question - Why is the speed limit 65 mph on roads where it would clearly be safe to drive at 100 mph, (assuming safe drivers on the road) ?

Answer - Same as previous answer - To accommodate the 99% of drivers (idiots) who don't have a functioning brain, and would make an otherwise safe driving situation extremely unsafe.

Case in point: The idiot in front of me today who got into the left lane and turned right.

And then you have people like my brother, who thinks the rules don't apply to him. "I did that illegal move safely, so it's all right."

... and let's not even get into the whole "texting while driving" discussion :D

That pisses me off too. When I’m on the freeway and see someone texting while driving I put my latte down and shake my blueberry scone at them!

Let's attempt to be real here. You spent way too much time in California to not do this.
