People with crippled data on iPhone 4, do you have unlimited data or not ?

Does Capped data speeds have something to do with what data plan you have ?

Hey guys,
I know that there is already a thread about capped data for NYC but I was wondering if people who are suffering from slow data both on download and upload as myself have the unlimited data plan or have the new data plans ?
