Could anyone tell me how big is the performance difference between the Intel HD Graphics 5000 in the next-gen MBP13 and NVIDIA GeForce 700M in the next-gen MBP15?

Which 700? 750M? And Iris Pro 5200? Not that large, but we don't know because IP has not come out in large numbers yet.

I just need help with deciding between buying the next-gen rMBP13 or rMBP15, whether or not the much higher price on the rMBP15 is justified...

I think the next rMBP15 should get the 750M graphic card

We don't know what GPUs each will get and we don't know your intended uses. We will find out the former in 14 hours but perhaps you could tell us your uses now?

I will be using mostly for casual gaming, such as Counter-Strike or DOTA 2, then bootcamp Windows 7/8 for work.

I do not game so I don't know how demanding these games are. But I think the 13" would be best because it doesn't have a discrete GPU. That hurts you for gaming, but if it is casual that might not be too much of an issue. When you boot into Windows, it is coded on Macs to fire up the discrete graphics,resulting in lower battery life and more heat. Since the 13" doesn't have one, it will run on the integrated chip-- making the computer cooler with better battery life, ideal if you spend a lot of time in Windows.

I'm not too tech savvy, but I heard a lot about Intel HD 5000 being almost as fast as GeForce 650M... Is this true? If so, that is truly impressive!

5200 Iris Pro is. 5000 is nowhere close.

In gaming benchmarks at 1600x900 resolution, Anandtech tested the 650M being on average 42% faster than the top end Iris Pro 5200.

CS even in GO is not terribly demanding. CSS is easy even for a HD 3000.
Dota 2 is a game that scales well and on medium settings should run just fine on any HD 5X00 GPU. Also not the most demanding game if you aren't looking for high detail settings and full resolution.
No HD 5200 or anything like a 650M needed for these kind of games.

Crysis 3, BF 3 are the kind of games that just need fast graphics to run even semi decent. Even a 650M is still mobile and not really the best for those kind of games.

Games for the masses that don't sell because of visual quality try to run well on cheaper hardware because that means they can sell more.
