Performance monitor takes up 8-12% CPU why?

This is on a Mac Pro 06 2.66x4 8gb.

FM8 virtual synth uses less CPU while doing multivoice audio!

The only thing I have on display is the 4cpu window on the second monitor. and overlayed on it is TOP in semitransparent.
